Description:

 

Reporting to the Business Service Lead, the Business Services Officer is responsible for the day-to-day management of the overall financial, human resources and administrative functions for a client group that includes a portfolio of Vice-Presidential and shared service portfolios. This involves advising unit managers on a variety of complex financial and human resources issues, ensuring compliance with the university’s Guide to Financial Management, evaluating financial objectives, preparing and providing advice regarding the department budget, preparing and analyzing financial reports, comparing actual performance with projected results and advising management on the reasons for variations.

 

The incumbent provides advice and support to staff within the client group on issues related to human resource administration, based on knowledge of university HR policies and collective agreements, and makes recommendations to management on related matters. The Business Services Officer will manage processes related to daily operations of the client group, ensuring compliance with established policies. Additionally, will work to solve problems and determine when to escalate to a higher authority and is required to exercise a high degree of sensitivity, responsiveness and confidentiality regarding all aspects of the operations.

 

Qualifications:

 

EDUCATION:

  • Bachelor’s degree in accounting, finance or business or equivalent combination of education and experience.

 

EXPERIENCE:

  • Five (5) years of complex administrative and financial accounting experience, preferably in a university environment.
  • Experience with HR management in a unionized environment.
  • Thorough knowledge and understanding of university budget process, procurement policies, financial, HR and administrative policies and relevant provincial procurement legislation and university policies.

 

SKILLS:

  • Excellent oral and written communication, interpersonal, organizational and time management skills.
  • Strong computer skills with a high level of proficiency in spreadsheet applications and a good knowledge of word processing software.
  • HRIS and FIS experience required.
  • Demonstrated experience in financial management.

 

OTHER:

  • Excellent knowledge of financial accounting, reporting and internal control procedures;
  • High degree of political acuity and judgment, ability to deal with senior university officers and staff in a manner which engenders support and cooperation, demonstrated ability to work independently with a high degree of initiative as well as the ability to work collaboratively, attentive to detail and accuracy, demonstrated ability to deal with individuals who are upset/angry with grace and a positive problem-solving orientation and ability to maintain strict standards of confidentiality;
  • Must be able summarize information and provide a rationale for action with an ability to clearly organize and communicate financial information to non-financial staff at all levels.
